(Dow Jones via eFXnews) EUR/USD - to consolidate with risks skewed lower as markets await ECB interest rate announcement at 1245 GMT. EUR/USD undermined by report that EFSF has postponed planned EUR3 billion bond sale for Ireland bailout due to cool reception from investors, raising fears about success of raising money for Greece bailout; worries of negative outcome from tomorrow's confidence vote on Greek PM Papandreou's government or rejection in Greece referendum (PM Papandreou told French President Sarkozy to be held Dec. 4, Dec. 5) on membership of EU and 17-nation eurozone; G20 official saying all financial aid to Greece is frozen until country's referendum is held. EUR/USD also weighed by Chinese Vice Finance Minister Zhu Guangyao saying his country cannot commit yet to investing in an expanded European Financial Stability Facility; worries over Italy's ability to service its debt mountain; fears of European economic recession as euro-zone manufacturing PMI fell more than expected to 47.1 last month from 48.5 in September (vs 47.3 forecast). But EUR/USD losses tempered by weaker USD sentiment; sovereign demand for euro; improved broader-market risk appetite on possibility of QE3 from U.S. Federal Reserve.
