(Dow Jones via eFXnews) EUR/USD - to trade with bearish bias after euro-zone members agreed to provide EUR150 billion of additional resources to IMF but well below the EUR200 billion target set at their Dec. 9 meeting due to lack of commitment by some key members; failure of EU ministers yesterday to agree on deal raising joint ceiling for the ESM and EFSF above EUR500 billion; ECB's latest European Stability Report warning risks to euro zone's stability have escalated in second half of 2011 and are at their worst level since collapse of Lehman Brothers Inc. in 2008, contagion from euro-zone debt crisis could spread to engulf further members and even across the globe; ECB Chief Draghi made downbeat comments on state of European economy while throwing more cold water on hopes central bank could intervene more in bond markets to prevent sovereign debt defaults; speculation that S&P will cut France and most other euro-zone countries' rating soon.
