BOJ decision disappoints. BOE King talks GBP down. Strong German ZEW

  • HIGH IMPACT ITEMS: AU- CPI, GB- Employment, EZ- Consumer Confidence, CA- BOC Decision (new time).
  • The BOJ policy decision was a disappointment. The BOJ raised its inflation target to 2.00%. It still has made little progress in its previous 1.00% target, The BOJ also pledged an open-ended asset purchase program starting in 2014.  Dealers had been hoping for more immediate actions. 
  • Japanese PM Abe talkied down the JPY after the currency gained  following the as expected BOJ announcement.
  • BOJ Governor Shirakawa's term runs out in April. PM Abe is looking for a successor strongly committed to economic growth.
  • The German ZEW Economic Expectations survey was much stronger (+31.5) than expected. 
  • In afternoon U.S. trade, BOE Governor King said that a weaker GBP was needed for economiic rebalancing and said that more QE would be priovided if needed.
  • The key EURUSD 20-day moving average is 1.3227. the 10-yr bund is 1.57%, -2 bp.  European bourses are lower. U.S. shares are mixed. The U.S. 10-yr  is 1.84%, -1bp.
  • Key Far East bourses were mixed. The 10-yr JGB is 0.73% -1bp. the USDJPY 20-day average is 87.97. EURJPY 20-day average is 116.36.

AUD and NZD Outlooks: The key event locally today is Australia’s Q4 CPI release, Westpac’s economists estimate the RBA core measure rose by 0.8% (vs 0.65% consensus) which would be AUD supportive. If passed, tonight’s US House vote on raising the debt ceiling for three months should boost risk sentiment. BoE minutes and Canada’s central bank meeting will be watched.

Financial transactions tax in Europe given go-ahead

EU finance ministers have given the green light for 11 eurozone members, including France and Germany, to ready a new tax on financial transactions.

The approval under "enhanced co-operation" rules allows the smaller group to pioneer the tax.

Governments previously failed to agree to impose the tax across the entire 27-member EU or 17-member eurozone.

The UK and 15 other EU members will not introduce the tax, which is intended to discourage speculative trading.

The tax - also known as a Tobin tax after the economist who originally came up with it 40 years ago - is expected to be charged at a rate of 0.1% of the value of any trade in shares or bonds, and 0.01% of any financial derivative contract.

Although the tax is not being adopted by the UK, which already charges its own 0.5% stamp duty on trading in shares, it will nonetheless have to be paid by investors trading on the London Stock Exchange who are based in one of the 11 countries.

At Citigroup on Monday, analysts cut their gold forecasts for 2013 by 4.2% to $1,675 a troy ounce and 0.2% to $1,653 a troy ounce for 2014. Their silver price forecasts remained unchanged.

“Gold’s recent struggle to sustain itself beyond the $1,800 technical resistance level despite seemingly conducive conditions such as record low interest rates and fiscal uncertainty has cast doubt onto the bullish case for gold among the investor community,” said the analysts in a note.

Some downers pointed out by Citigroup: Central bank net purchases for gold have fallen from their 2009 peak, jewelry demand continues to fall and private-sector demand may be set to follow. Public and private net investment into gold was positive in 2012.

“Investors appear to be losing faith in the bull story for gold, if net managed money positions on Comex provide a reasonable guide,” said the analysts, who noted that net long managed money positions on Comex have dropped by 50% since the start of October 2012. Positive flows for exchange traded fund investing — an important gauge of investor sentiment — has also stalled since that month, with 17 metric tons of redemptions seen so far in 2013.

the only problem with floors is that Kal's ultra low target in yen will not be seen anymore.

Think about how many passengers are on the e/j boat from 100 to here you will know how danger, it could be when they find exit door.

The improving situation in the US, together with all the potential that the Canadian dollar has to leap, support the Canadian dollar and weigh on the pair. It will be surprising to see a sustained break above parity.

Revolutionary Japan is suddenly the centre of world affairs - Ambrose Evans-Pritchard

...Abe has vowed an all-out assault on deflation, going for broke on multiple fronts with fiscal, monetary, and exchange stimulus.
This is a near copy of the remarkable experiment in the early 1930s under Korekiyo Takahasi, described by Ben Bernanke as the man who "brilliantly rescued" his country from the Great Depression.
Takahasi was the first of his era to tear up rule book completely. He took Japan off gold in December 1931. He ran "Keynesian" budget deficits deliberately, launching a New Deal blitz before Franklin Roosevelt took office.
He compelled the Bank of Japan to monetise debt until the economy was back on its feet. The bonds were later sold to banks to drain liquidity.
He devalued the yen by 60pc against the dollar, and 40pc on a trade-weighted basis. Japan's textile, machinery, and chemical exports swept Asia, ultimately causing the British Empire and India to retaliate with Imperial Preference and all that was to follow -- and there lies the rub, you might say.
Takahasi was assassinated by army officers in 1936 when he tried to tighten by cutting military costs. Policy degenerated. Japan later lurched into hyperinflation. ... /..

Beyond the immediate - 5-min to one hour chart trading - I dare to predict that quiet, implied and otherwise un-opposed acquiesce of Abe's "fiscal stimulus" is not going to achieve the publicly stated by Abe objectives. Rather we will see - in relatively short term - Japanese debt to GDP ratio explode (which has a debt of 237 percent of GDP) easily above 250% and, at this point, I give 51% odds he will tits the Japanese economy during his tenure.

Bottom line: worth paying close attention to Ambrose's prognostications of possible range of market reactions .

However, there are some concerns about what could be coming for the euro. Angela Merkel's ruling coalition was defeated in state elections in Lower Saxony, and it means that if more similar defeats follow, she may not be Germany's Chancellor for much longer.

This concerns many, since Merkel has been considered a strong leader for the eurozone, and integral to keeping the euro intact, even though the Greek debt crisis. However, if the worst of the debt crisis really is over, euro shouldn't be impacted too greatly if Merkel must depart.
