�At the present time, it is true that there is an excess of economic capacity. It is clear in the labour market and production. We�ve seen a number of symptoms of this. And the level of the gap is exerting downward pressure on the inflation rates. This is another process that will eventually be eliminated. We hope to eliminate this gap � it will probably take about two years. Around the middle of 2018, we expected this gap will be closed. And it is clear that the interest rates are encouraging growth. But other policies could have the same result, particularly fiscal policy. The two of them work together in order to close this particular gap in the coming 18 months.

�There�s nothing mechanical about it. Each of these decisions is a complex combination of risks. And we have to weigh the risks of waiting longer against what are the costs associated with doing something more immediate.

�We�re not far away � if we were to be easing further, we�d been very close to using unconventional tools. And so, that is of course, not a decision we would take lightly. And when we have the Canadian economy operating on two tracks � one track doing reasonably well, and the certain regions doing quite well, and others adjusting through something quite difficult, it�s not as easy as it sounds to speed up the fast growing parts to offset the slow growing parts. If everything was the same, it would be, in many ways, an easier decision to do that kind of thing.

�So, this is what I mean by the uncertainties. They�re multi-dimensional. We do a fresh adjustment every time and, again, we can�t plan it out that way, but our best plan right now, we think, is to wait for the next 18 months or so.�

Carney said the BoE would "undoubtedly" take sterling's weakness into account at its rate-setting meeting next week. His comments doused expectations that the central bank would cut rates again soon and also hurt expectations that the European Central Bank would lean toward more aggressive easing, analysts said.   • Testimony Tuesday by Bank of England Governor Carney to the Economic Affairs Committee of the House of Lords impacted trade in that Carney did not send the signal for a rate cut that many had been hoping for. He indicated that the Central Bank takes the value of the pound together with other factors in determining policy. That suggested to many that an early rate cut is improbable in light of the GBP recent slide.

  • The German IFO Survey for October wes stronger than expected. The ever-optimistic IFO said the German economy continues to gain "impetus". This news gave the EUR a modest lift.

  • U.S. October Conference Board Consumer Confidence Survey fell short of forecasts and the September release was revised down. This news weighed on the USD and equities.

  • Markets continue to try to reconcile the prospects for a Fed policy tightening in December with Yellen's new notion of a high-pressure economy. It could be the central bank will hike rates in December before putting policy on hold again for the better part of 2017. Fed Funds futures have zeroed in on roughly 70% odds (69%) on a rate hike in December. The Fed is still counting on the economy to pick up. It looks to me like the hawks and doves might have reached a compromise. The hawks will take a December token rate hike in return for the doves getting a steady monetary policy next year.

And the GBPUSD pattern repeats as well... USDCAD pattern repeats again today. Waiting now for GBPUSD to repeat.

There is a GBPUSD trading pattern I have uncovered that is repeating daily and should continue to do so. There have only been three days that it did not repeat since the June 23 vote to Brexit.

There is a similar pattern in USDCAD that has repeated 89% of the days so far this year.

EURUSD in repeat pattern from yesterday where it failed in the 1.0890s in a market that seems to be taking turns. Now dependent on 1.0859 (double bottom) holding and then regaining 1.0880+ to suggest potential for a bottom.

Using daily/weekly charts, target remains for 1.0825 (or lower) as long as below 1.0913.

"Oct 25 Sterling slipped on Tuesday, weighed down by expectations that the Bank of England Governor Mark Carney could flag the possibility of further monetary easing when he speaks later in the day.

Carney appears at the House of Lords Economic Committee to discuss the economic consequences of the Brexit vote and he has the potential to unsettle the pound which has been trading in a $1.22-$1.23 range in the past few sessions.

Traders said with investors pricing out chances of a near-term rate cut from the BOE, a dovish tone from Carney could see the market start to re-price the prospect of a rate cut and push the British pound lower..."

Trading Themes--
  • Today has seen the German IFO Survey for October. The ever-optimistic IFO said thae economy continues to gain "impetus". The U.S. releases the Conference Board Consumer Confidence Survey later.

  • Markets continue to try to reconcile the prospects for a Fed policy tightening in December with Yellen's new notion of a high-pressure economy. It could be the central bank will hike rates in December before putting policy on hold again for the better part of 2017.

  • U.S. Bond yields remained depressed following mixed U.S. data and the recent Yellen comments. Both the Fed and BOE have started to make it clear that they would ignore an inflation overshoot to get their economies growing again.

  • Last week, the ECB policy statement and Draghi comments were taken to be dovish. The ECB used its standard rhetoric and said no decision on a "taper" would be announced until the December meeting.

EUR/USD - ...... Although the single currency gained respite in choppy Monday's trading after meeting renewed buying at Asian open one tick above last Friday's 7-month low at 1.0859 and rebounded, price hit session highs of 1.0900 following upbeat German n EU mfg PMIs.
However, renewed selling emerged pushed price lower, euro retreated to 1.0869 in New York after upbeat U.S. mfg PMI and then to 1.0868 at Asian open, suggesting intra-day downside bias remains for a re-test of 1.0859, then later towards daily chart obj. at 1.0821.

Offers are tipped at 1.0890/00 and more above with stops above 1.0920.
A mixture of bids and stops is touted near 1.0860, suggesting selling euro on recovery is recommended.

Although there is release of a slew of EZ data, market focus is the key German Ifo business climate (confidence) index, October forecast is 103.0 vs previous reading of 103.0.
If actual reading comes in at or below street forecast, then euro should come under renewed selling pressure.

Later today, ECB President Mario Draghi will speak at a forum on the topic "Stability, Equity and Monetary Policy" in Berlin at 15:30 GMT.
