The advisory tells Americans �do not travel� to the five Mexican coastal states of Sinaloa, Colima, Michoac�n, Guerrero, and Tamaulipas. It also suggests exercising �increased caution� or �reconsider travel� to other parts of the country.
�Violent crime, such as homicide, kidnapping, carjacking, and robbery, is widespread,� the advisory states.
The latest advisory gives the five Mexican states the same warning level as risky travel destinations like Syria, Yemen and Somalia.

Par- the funds are not in cash. They are probably held as investments, treasuries, etc,. in the offshore branches of U.S. banks. When the "transfer" is made all that happens is the paper location of those securities. No cash will be involved.

Yes its OK to leave the funds "overseas", but once they've paid the tax on funds frozen offshore, most will want them stateside. Keep in mind the funds "offshore" are offshore only from a bookkeeping standpoint. They are already in USD. Bringing them back increases the financial flexibility of the firms in question.

This is not just about Apple. Many U.S. companies have this window of opportunity. Keep in mind most of these funds already are in USD instruments so when the "transfer" is made, it will only be a bookkeeping entry. Funds whose ownership is moved onshore will incur a tax liability, so cash will have to be raised to pay the government that liability. Once onshore these corporations will be able to do whatever they want with the funds, which they cannot do now. Apple is just the tip of the iceberg.
