Federal Reserve issues FOMC statement
For release at 2:00 p.m. EST

The Federal Reserve is committed to using its full range of tools to support the U.S. economy in this challenging time, thereby promoting its maximum employment and price stability goals.

The COVID-19 pandemic is causing tremendous human and economic hardship across the United States and around the world. Economic activity and employment have continued to recover but remain well below their levels at the beginning of the year. Weaker demand and earlier declines in oil prices have been holding down consumer price inflation. Overall financial conditions remain accommodative, in part reflecting policy measures to support the economy and the flow of credit to U.S. households and businesses.

The path of the economy will depend significantly on the course of the virus. The ongoing public health crisis will continue to weigh on economic activity, employment, and inflation in the near term, and poses considerable risks to the economic outlook over the medium term.

The Committee seeks to achieve maximum employment and inflation at the rate of 2 percent over the longer run. With inflation running persistently below this longer-run goal, the Committee will aim to achieve inflation moderately above 2 percent for some time so that inflation averages 2 percent over time and longer-term inflation expectations remain well anchored at 2 percent. The Committee expects to maintain an accommodative stance of monetary policy until these outcomes are achieved. The Committee decided to keep the target range for the federal funds rate at 0 to 1/4 percent and expects it will be appropriate to maintain this target range until labor market conditions have reached levels consistent with the Committee's assessments of maximum employment and inflation has risen to 2 percent and is on track to moderately exceed 2 percent for some time. In addition, over coming months the Federal Reserve will increase its holdings of Treasury securities and agency mortgage-backed securities at least at the current pace to sustain smooth market functioning and help foster accommodative financial conditions, thereby supporting the flow of credit to households and businesses.

In assessing the appropriate stance of monetary policy, the Committee will continue to monitor the implications of incoming information for the economic outlook. The Committee would be prepared to adjust the stance of monetary policy as appropriate if risks emerge that could impede the attainment of the Committee's goals. The Committee's assessments will take into account a wide range of information, including readings on public health, labor market conditions, inflation pressures and inflation expectations, and financial and international developments.

Voting for the monetary policy action were Jerome H. Powell, Chair; John C. Williams, Vice Chair; Michelle W. Bowman; Lael Brainard; Richard H. Clarida; Mary C. Daly; Patrick Harker; Robert S. Kaplan; Loretta J. Mester; and Randal K. Quarles. Ms. Daly voted as an alternate member at this meeting.

Personal Observations:

Markets are in a RISK-On posture early Thursday as we move into a post-Trump era in the U.S. I feel there is little chance that Biden will NOT be installed as the next U.S. President late in January. Those in the U.S. hoping for revolutionary changes are bound to be disappointed by how little changes with a new government. Keep in mind that a Republican majority in the Senate is going to put a brake on any radical changes to the economy.

The Coronavirus is still raging, and a new regime is not going to be able to do much more than what is already being done. the main hope remains a vaccine that works to some extent. Odds are some vaccine will be released in the next six months or so, and the economy will slowly return to some sense of normalcy. This would have happened anyway no matter who would have won the election.

Forex markets are taking a bearish view on the USD due to the regime change but might be getting far ahead of events on the ground. Any change in the U.S. government is still two months away, and the old guard will be a lame duck caretaker. The Fed will still operate as normal.

Equities are exuberant They are probably too far ahead of themselves as well.

While neither candidate can authoritatively declare victory, markets appear to expect former US Vice President Biden to become US president-elect, with a Republican Senate and a Democrat House. If this scenario unfolds, the election produces four issues for markets.

There is uncertainty over what policies US President Trump may pursue before the inauguration. Trade policy falls under commander in chief powers and is an obvious focus. Economic policy questions focus on fiscal policy (with US Senate leader McConnell pledging action), and regulatory policy in the face of a divided Congress.

In the long term, the political polarisation of the US raises questions over how to achieve a sustainable fiscal position (the fiscal deficit was unsustainable before the pandemic). The risk of rising prejudice, which would be especially corrosive to US competitiveness, is also a fear.

Finally, the errors of opinion polls again raise questions about the use of survey-based evidence�which impacts economic data as well as politics.

The Bank of England left rates unchanged (a tax on savers via negative rates is not ideal), but expanded quantitative policy. With the UK experiencing additional restrictions, liquidity demand can be presumed to be rising. Italy is introducing regional restrictions (as elsewhere, less severe than earlier this year).

Setting aside the political issues for a moment, the big issue from a trading perspective is that the USD needs a strong, unified and trustworthy USA to retain its support.

Right now the USA is weak in all three elements. It arguably has the most effective military (although there are many detractors), it is obviously not unified at the moment, and the major social structures of the country (government, religion, business, the press, schools) have shown themselves to be both craven and untrustworthy.

A Harris/Biden administration will not change this trajectory.

Under the new measure, possession of less than 1 gram of heroin or meth, 2 grams of cocaine, 12 grams of psilocybin, 40 doses of LSD, oxycodone or methadone and 1 gram of MDMA is decriminalized.
