The Fed is "printing money" to keep the US economy afloat, but playing lots of games in the background to keep the financial world from exploding (or falling apart, pick whatever metaphor you prefer).
The $1200 stimulus payments that went out to everyone supposedly came from the Fed, rather than the US Treasury as one might expect.

The protests are widespread but for the most part peaceful.
The looters are not part of the protest group and are a criminal element looking to take advantage of the situation.
So you need to distinguish between the protests and the looting that has occurred at night.

In NYC there was less looting last night with a curfew set at 8 PM (which as somewhat ignored by the peaceful protests) that has been extended through Sunday. The night before the criminals, not the police were in control.
We will see in a couple of weeks whether the lack of social distancing in most protests will lewd to a spike in virus cases.
With that said, I have lived here my whole life except 3 years working in Singapore, and while many Cities saW riot type celebrations after the home team won a sports title, it has not occurred in NYC. This is one reason why the rampant looting and chaos was so unsettling. .

I can only mention my own home city (Minneapolis), where the whole thing started. The major activity has died down since last week, but last week was enough. The bottom line is that parts of the city were WROL (without rule of law) for a time, largely because the mayor sided with the rioters and looters against the police. For his allegiance, a lot of south Minneapolis was trashed.
The physical damage has stopped for the time being, but the long term effect will probably be Minneapolis becoming another Detroit (a desert) or Baltimore (a violent place without a law enforcement presence). A lot of small businesses were destroyed, and they don't have the resources to come back any time soon.

Regarding military force...in general, the US government only gets involved in interstate issues, or issues that cover more than one individual state. If individual rioters and looters went over state boundaries to conduct their "business", then there would be a case to be made for federal intervention. Even then, there are laws that preclude military intervention in what are essentially state and local law enforcement matters.
With that said, the US is in an extraordinary situation. The fact of the matter is that many politicians have taken sides with the looters and rioters, and left the citizenry unprotected. In my own city of Minneapolis, the mayor told the police to stand down and leave local precincts unguarded during the riots...resulting in some policemen turning in their badges. I am sad to say that Minneapolis is quickly following the paths of Detroit, Chicago and Baltimore...places that are politically correct but otherwise completely unlivable for average people.
In such an environment, Donald Trump can probably call out whoever he wants and get away with it. Who is going to stop him? Somebody has to protect the people, and it sure as hell isn't the local politicians.
