Europe is caught between a rock and a hard place. It will suffer the most of all from sanctions on Russia. Europe does more business with Russia than with the USA.
Difficult for Europe to choose between Russia or the USA especially after Biden's backstabbing on France and his disastrous exit of Afghanistan.
Europe does neither trust Russia nor the USA. Not Trump not Biden.
Europe just wants peace not war.
