- (CA) Bank of Canada (BOC) cut Interest Rates to 0.75% from 1.00%

Central bank policy moves have dominated headlines this morning. During the European session, the BoE minutes revealed that two MPC members changed their policy stance, saying the bank should hold off on rate hikes due to prolonged low inflation. More press reports citing sources fleshed out options for tomorrow's big ECB meeting. Finally, the Bank of Canada unexpectedly cut rates. As of writing, the DJIA is up 0.22%, the S&P500 is up 0.63% and the Nasdaq is up 0.57%.

The Bank of Canada lowered its benchmark rate to 0.75% from 1.00% in a surprise move this morning, for the bank's first rate move in more than four years. No economists were forecasting a rate cut, but with surprising moves like the Swiss National Bank and others ahead of the ECB's presumed QE program, the BoC's cut was not too shocking. The BoC said falling oil prices were pulling inflation lower and there was too much labor slack in the economy. USD/CAD jumped about two big figures, rising to around 1.2300 from 1.2070 in the wake of the decision.

The ECB policy meeting is tomorrow morning, but today brings another press report citing sources about the structure of a potential QE program. Just around the open of US cash equity trading, two major press sources released stories suggesting the ECB would be buying 50B in sovereign bonds a month for either one year or possibly through the end of 2016, for a minimum total purchase amount of 600B. A majority of analysts have forecasted the ECB would announce a QE worth 500-700B. EUR/USD surged as high as 1.1680 on the reports before retreating back to the upper end of the 1.1500 handle.

The December housing starts report was stronger than expected. Note that multi-family starts declined significantly, but the decline was more than offset by a big jump in single-family starts, which left them at a new cycle high of 728K.

Standard & Poor's will pay a $77 million SEC fine and will be banned from rating certain bonds for a year as part of a deal to settle claims it issued misleading CMBS ratings. The agency will refrain from rating "conduit fusion" CMBS, which combine lots of smaller commercial property loans with bigger real estate debts.

Shares of Netflix are up 17% after the company's adjusted earnings crushed expectations and more importantly subscriber growth came in very strong. Executives said the firm would remain profitable while pursuing its ongoing international expansion. Separately, shares of Amazon spiked 5% mid-morning on a false rumor that Carl Icahn had taken a big stake in the company.

In other earnings news, UNH is up a few percent on decent fourth-quarter performance and hopeful management commentary about FY15. Meanwhile IBM is down nearly 4% on yet another quarter of y/y revenue contraction and some less than stellar FY15 guidance. AMD met expectations in its fourth quarter, but its first quarter outlook was weak. AMD was weak in the premarket but has seen good gains in cash trading.
