JP - they don't really mean that - certainly no more than the various leaders who misuse and abuse the word "war" - Necessary might include "disproportionate force", oh my!
War might mean "collateral damage", maybe even civilian casualties, oh my!

ISIS appears to have NO state allies (officially), even Hamas and the 'boola boyz seem to be upset with them - Al-Q had Afghanistan and Pakistan on their side so who helps them // hmm, maybe ASSAD, who seems to be the lesser of two evils or Turkey who is about as helpful to the Western interests as Pakistan was earlier w/ Al-Q (perhaps the Kurds are a bigger deal to the Turks) or the general population of Saudi Arabia who see the Shi'ites as an obvious target of ISIS

The locals would have a different attitude if UN started assigning Syrian/Afghan refugees to the Gulf states and Iran or India // Europe should seal its borders against economic and war refugees and both US and Europe should withdraw forces -- once the locals realize ISIS is their problem things will look a bit different

Partial response by Europe (including Russia) and US is just a slow bleed that solves nothing -- look at the Headlines after Paris when it was reported that France had dropped 20 bombs on Raqqa - a joke -- one old B52 could put 80 bigger bombs on target // Russia, UK and US strategic air campaign -- BUT somebody might get hurt

The financial problems of the EU, EURzone or Ukraine issues are insignificant when the socio-political aspect of the current invasion are properly assessed -- the EU has no political authority sufficient to overcome a populist rejection of the "open border" (see my comment re: judges) -- the transit of refugees must proceed thru hostile territory with a history of hatred of islam -- the EU wants to have these invaders "controlled" here (or in Turkey, good luck)

The Balkans - we shall see

nh I can not think of an uglier way then financing war to make a lot of money; but it is an undeniable part of what makes up money

JP - interesting idea "running out of things to buy" in an age of fiat currency and its redheaded stepson, Sovereign Debt.

WAR BONDS -- that would be the ticket // there are seeds in Europe for internal and external conflict -- the rise of ISIS could invite further foreign intervention and the invasion of the REFUGEES could provide a solid basis for internal discord

On top of all this we have the potential Inquisition against Climate Deniers commencing in NY this week -- the Paris Conference could offer NEW forced debt /subsidy for the Luddite movement around the World

There is no sense of history in the political or financial elites -- so after a few centuries the Wheel must be reinvented and the Ministry of Truth is reinstated // Law, the Bedrock of Civilization, becomes distorted by the search for Justice (the myth of Fairness) and Science is relegated to the control of ideologists

So CHAOS reigns until the elites and the ignorant masses are both destroyed -- "any two men desire the same thing, which nevertheless they cannot both enjoy, they become enemies; and in the way to their End, (which is principally their own conservation, and sometimes their delectation only), endeavour to destroy, or subdue one an other." --
a lot of money to be made from both those groups along the Way to the End

It is noteworthy that bankers , historicaly , have financed greatest human misery of all: war. And I am willing to bet almost none of the elites' yung'ones would anywhere near a war if it takes off.
