Jay - there appear 3 possibilities to deal with your angst:
1 - co-opt the CBankers in your trades
2 - demand a refund from your MBA school
3 - use Traders Advocate to push for legislative change to make the "experts" be held accountable (stripped of their expert qualifying PhD degrees / forcing resignations / forcing restitution ect)

Further to my comment that you can't fight deflation w/ nega rates
Inflation is still a problem in many countries - Brazil, Russia, Turkey et al - and we certainly don't have deflation in the US
Central Banks have been taken over by the backroom boyz who were previously confined to the role of bean counters - look at the Fed Board of Governors, no practical real world experience - just academics, think tanks and government
So Theory rules, governed by what SHOULD work and not what works
