Steven St. Armour told 11 News he got this idea in the middle of the night. He was able to find plans for masks online, but he had one big problem -- he only had one printer.
"My daughter at dinner said, ‘Well geez, I know where we could get a lot more,’" said St. Armour.

CCPL’s printers start at around 5 a.m. when Bob Kuntz, director of Operations and Innovation, comes in to get them running. It takes about 2.5 hours to print the more complicated top band, and they can print the bottom reinforcement piece four at a time.
The printers can’t make the clear plastic sheeting or the elastic band that goes on the back of the face mask, and there is worry the plastic sheeting is becoming hard to source.
“I think the thing that’s really cool is how the maker community could really rapidly prototype and stand up to fill in until mass manufacture could happen," she said.

you are confusing the issue. Health care workers, EMTs, First responders...etc do not require surg grade N95 masks...(approved for use by the FDA in a sterile envronment.

From what I've seen, doctors do not like to leave patients connected to a ventilator. It not only ties up an expensive piece of equipment, but the patient starts to become dependent on the ventilator. The longer a patient is hooked up, the less that they'll be able to breathe on their own.
So doctors do everything they can to quickly "wean" the patient off the ventilator...like temporarily stopping it for a few seconds or a few minutes or a few hours at a time, and watching the vital signs like blood pressure, blood oxygen percentage, pulse, things like that.
Nobody will be let out of the hospital immediately after being disconnected from a ventilator...they'll spend a while just lying in a bed first, to make sure that they can breathe on their own.

in fact it is a rather nasty experience, perish thoughts of just 3 days
and expect long-term side consequences, some nasty, IF u get released from ICU after 6-12 days of lying sedated on your back
Bottom Line

You'll know that a particular locality is in trouble when they start to raid the veterinary offices...they have all sorts of supplies like N95 masks, drugs, etc., that are usable on human patients but are not officially certified for that purpose.

Laredo will be requiring every resident older than 5 years old to wear some sort of mask when going out in public. That includes when going to the store or even pumping gas.
This comes as the US Surgeon General changed its tone after learning there's a good amount of asymptomatic spread of the virus. They're now asking the CDC to discuss whether or not people should be wearing the masks to help prevent the spread.

This does not give people license to go out more often, but non-medical masks should be worn whenever people go outdoors, mayor said.
One of my parents spent their last days on an ICU-grade ventilator.
They are not the cheap pieces of junk that the masses have been led to believe. They are basically air pumps with sophisticated computers and sensors. Set one up the wrong way, and the patient will either not breathe any more because they are not getting enough air, or the patient's lungs will blow out because the ventilator is pumping out too much air.
$40k is cheap for what those things do.

they are doing that here too. But these are not he same as the ones that stick a tube down your throat and requie that the patient be sedated.
This is taking the basic hand pumped air bag that the EMT will use to pump air. The engineering involved is attaching a motor to do the pumping. A Michigan engineering college designed one last week that will cos about $100. These can be used at home/don't require hospitalization.
but these devices are not the $50K last resort ICU "ventilators".
